البعد التكاملي لمقاربة الحكم الراشد ومتطلبات الحوكمة الاقتصادية وآليات التطبيق (الجزائر نموذجا)

الملخص
يعد الحكم الراشد مبدأ أساسيا للتصور الإفريقي و مدخلا حيويا للإعتماد الجماعي لدول القارة على الذات و مطلبا ضروريا لمواجهة التحديات التي تواجه القارة و بعدا تكامليا للنموذج التنموي لما يتيحه التكامل من تجاوز لعوامل ضعف كثيرة من الدول التي تفتقر إلى مقومات البقاء و الاستقرار و هو ما أكد عليه الفكر السياسي و التنموي الإفريقي و أدركته الدول الإفريقية، و قد ارتبطت حركة البعد التكاملي بمساعي دول القارة و تنوعت مساعي و أشكال و أطر التكامل ما بين أطر سياسية تتعلق برشادة الحكم السياسي و أطر تنموية تعلقت بالحوكمة الاقتصادية، من هنا تأتي أهمية التسليط على الدور المحوري لدول القارة لإدارة الحكم الراشد كونه هدفا مشتركا لأغلب السياسات الإفريقية و ضامنا لتنفيذ برامج التنمية وفق إستحداث الآلية الإفريقية للتقييم من قبل النظراء التي تضع ضمن أولوياتها مرافقة الدول الإفريقية في عملية بناء ركائز الحكم الراشد من أجل النهوض التنموي، وهي المقاربة التي عملت عليها الجزائر. Good governance is a basic principle of the African perception and a vital entrance to the collective self-reliance of the countries of the continent and a necessary requirement to face the challenges facing the continent and an integrative dimension of the development model because integration allows to overcome the factors of weakness of many countries that lack the elements of survival and stability, which is what was emphasized by African political and development thought and realized by African countries, and the movement of the integrative dimension was associated with the efforts of the countries of the continent and varied endeavors and forms and Frameworks of integration between political frameworks related to the guidance of political governance and development frameworks related to economic governance, hence the importance of highlighting the pivotal role of the countries of the continent to manage good governance as a common goal for most African policies and a guarantor for the implementation of development programs in accordance with the development of the African mechanism for evaluation by peers, which places among its priorities the accompaniment of African countries in the process of building the pillars of good governance for the advancement of development .This is the approach that Algeria has worked on.
