Territorial jurisdiction remains a key basis for identifying the competent court under the Saudi Law of Civil Procedure. This study examines its continued role in the era of electronic litigation, in light of the judiciary’s transformation under Vision 2030. With digital platforms now used for filing, hearings, and judgments, the link between geography and venue is changing. While the traditional framework still provides procedural stability, it needs adjustment to reflect digital practice. Drawing on procedural provisions, recent administrative measures, and comparative insights, the analysis focuses on Article 47 and the policy of ta’weem al-ikhtisas al-makani, which signals a move toward performance-based and party-driven venue rules. The study offers strategic proposals for reform that maintain legal certainty while introducing flexibility in a gradual and balanced manner.
