الدور الاقتصادي للجماعات المحلية في الجزائر: قراءة في التوجهات الحكومية الجديدة

الملخص

تتناول الدراسة بالتحليل محاولة لرصد التوجهات الحكومية الجديدة الداعية الى تفعيل الدور الاقتصادي للجماعات المحلية، المكرَّس في النصوص القانونية المختلفة، ويعبِّر عن الخطاب السياسي حاليًا، والذي قد تأثّر إلى حدٍّ بعيد بالتوجهات السياسية والاقتصادية للنظام السياسي، ومختلف إفرازات البيئة الخارجية مع تجليات العولمة كأحد أهم دوافع تفعيل المقاربة الاقتصادية في الشأن المحلي. فالعمل على إيجاد الميكانيزمات التي تسهم في تقوية وتفعيل الدور الاقتصادي للجماعات المحلية، وبغض النظر عن التكريس القانوني، الذي تشوبه الضبابية إلى حدٍّ ما، فإن الأمر في حدِّ ذاته أمر معقَّد لتداخل عديد العوامل القانونية والاقتصادية والمالية والسياسية، ويلزمه الكثير من الجهد والتشاركية بين مختلف الآليات، خاصة ذات البُعد الاقتصادي، القادرة على إيجاد الفرص وخلق القيمة والثروة انطلاقًا من مقدرات وخصوصيات هذا الحيز الجغرافي والمكاني، الذي ما فتئ أن يكون محلًّا للنظريات الأكاديمية والعلمية المتعلقة بتنمية الاقتصاد المحلي، و بوسعه أن يتجسد واقعيًا ويكون ذا قيمة مضافة من خلال خلق الثروة وإيجاد مصادر تمويل ذاتية للتنمية المحلية إذا ما أُحسن استغلاله جيدًا. Abstract: This study analyzes the necessity of activating the economic role of local governments as enshrined in various legal texts. It also reflects the current political discourse, which has been significantly influenced by the political and economic orientations of the political system, as well as by various external environmental factors, with the manifestations of globalization being one of the most important drivers for adopting an economic approach to local governance. Efforts to develop mechanisms that contribute to strengthening and activating the economic role of local governments—regardless of the somewhat ambiguous legal provisions—remain inherently complex. This complexity stems from the interplay of numerous legal, economic, financial, and political factors. Therefore, substantial effort and participatory coordination among various stakeholders—particularly those with an economic focus—are required to identify opportunities and create value and wealth based on the resources and specific characteristics of the local geographical and spatial environment. This environment has long been the subject of academic and scientific theories related to local economic development. If properly and effectively utilized, it has the potential to translate into tangible outcomes, generating wealth and securing autonomous funding sources for local development. :
