الملخص
هدفت هذه الدراسة إلى الإحاطة بمفهوم خطاب الكراهية عبر منصات وشبكات التواصل ، اذ ان الانطلاق من خاصية شبكات التواصل الاجتماعي وقدراتها على التواجد في حيز هام ومعتبر في الفضاء العام شكل احد المعطيات الهامة التي حاولنا من خلالها دراسة وقياس التأثير الذي مارسه خطاب الكراهية في هذه المواقع استنادا على جريمة اغتيال الشاب جمال بن اسماعيل . فالكم المعتبر من المنشورات التي جاءت تباعا في سياق زمني معين كشف التأثير الذي يمكن أن يمارسه هذا النوع من الخطاب في الفضاءات الاتصالية الجديدة التي يبحر فيها الملايين وهذا ما استدعى ضمن الدراسة منهجيا تحديد الأطر المفاهيمية للخطاب المشار إليه وأبعاده خاصة ثم مدى وجود إطار قيمي وأخلاقي وتشريعي يستهدف هذه الظاهرة This study aims to to understand the concept of hate speech across social media platforms and networks.This illustrates the concept of hate speech through new platforms and networks of communication represented in social media Based on the characteristics of social communication networks and their important capabilities, especially Facebook, we tried to study and measure the important impact that hate speech exercised on these sites based on the murder of the young Jamal bin Ismail. The significant number of posts that came successively in a certain time context revealed the important impacts that hate speech can have on the Facebook network, which includes millions of users. This is what necessitated, with in the study, defining the concepts of hate speech and its dimensions, especially in social networks, and then the extent of the existence of a legal framework targeting this phenomenon.
