التشريعات البيئيّة كمدخل لتحقيق الاستدامة في الجامعات صياغة المستقبل الذي نريده

الملخص
الملخص تقوم الجامعات منذ نشأتها كمؤسسات تعليميّة عليا بدور مهم وأساس في تلبية الاحتياجات المختلفة للمجتمع سواء أكان المجتمع محلياً أم عالمياً. ونظراً للتوجه العالميّ الحاليّ لقضايا البيئة عامة والبيئة الخضراء خاصة ودخول المفاهيم الخضراء في كافة القضايا والمجالات المختلفة ومنها التعليم، فقد تحتم على الجامعات أن تشارك في معالجة القضايا البيئيّة والمحافظة على الحياة البيئيّة النظيفة لمستقبل الأجيال القادمة وتحقيق التنمية المستدامة من خلال وظائف الجامعة المختلفة. وهذا ما نراه جلياً في جهود الجامعات خلال العقدين الماضيين، فقد انخرطت الجامعات في ادماج التنمية المستدامة في أنظمتها الأكاديمية. تهدف هذه الدراسة إلى استكشاف دور التشريعات البيئيّة في تحويل الجامعات إلى مؤسسات رائدة في مجال الاستدامة، من خلال تحليل الإطار القانونيّ الحاليّ وتحديد الثغرات التشريعيّة التي تعيق تحقيق هذا التحول، فضلاً عن تحليل ما إذا كانت هذه التشريعات تؤدي إلى المزيد من تنفيذ التنمية المستدامة داخل المؤسسة الأكاديميّة. وقد خلصت الدراسة إلى أن غياب الإطار التشريعيّ البيئيّ المتكامل يحد من فاعلية مبادرات الاستدامة الجامعيّة، بينما تبرز الحاجة إلى تشريعات بيئيّة تشمل حوافز مالية وعقوبات رادعة ودمجاً للاستدامة في المناهج التعليميّة. الكلمات المفتاحية: التشريعات البيئيّة، الغسل الاخضر، الاستدامة الجامعيّة، الجامعة الخضراء، التلوث. Abstract Since their inception as higher education institutions, universities have played a significant and fundamental role in meeting the diverse needs of society, both locally and globally. Given the current global focus on environmental issues in general, and the green environment in particular, and the incorporation of green concepts into all areas and fields, including education, it has become imperative for universities to participate in addressing environmental issues, preserving a clean environment for future generations, and achieving sustainable development through various university functions. This is evident in the efforts of universities over the past two decades, as they have engaged in integrating sustainable development into their academic systems. This study aims to explore the role of environmental legislations in transforming universities into leading institutions in the field of sustainability. It analyzes the current legal framework and identifies legislative gaps that hinder this transformation. It also analyzes whether these legislations lead to greater implementation of sustainable development within academic institutions. The study concludes that the absence of an integrated environmental legislative framework limits the effectiveness of university sustainability initiatives, on the other hand the study highlights the need for environmental legislation that includes financial incentives, deterrent penalties, and the integration of sustainability into educational curricula.
