الملخص

منذ أن أنتظمت العلاقات الدولية وتمركزت حول الدولة القومية، تم النظر للدولة بوصفها وحدة تحليل أساسية في العلاقات ما بين الدول، وأرتبطت دراسة الأمن بهذه الوحدة،. ومع نهاية الحرب الباردة، حصل تطور ببعدين مهمين أديا إلى ظهور مقاربات نظرية جديدة للأمن، هما التغير الحاصل في هوية أو ماهية الفاعلين وظهور مصادر جديدة للتهديدات الأمنية غير مرتبطة بالدولة بشكل مباشر. أثرت هذه الأبعاد على أمن الدولة وكيانها الواحد الموحد. رداً على هذا التحدي، أبتكرت الدولة وسيلة البارادبلوماسي في محاولة للتخفيف من مخاطر هذا التحدي الذي قد يطال وحدتها السياسية وسلامتها الأقليمية. وعليه ظهرت علاقة بين الأمن والبارادبلوماسي لخصها كورناجو بثلاثة أوجه ستكون هي محور هذا البحث. Abstract: Since international relations were organized and centered on the nation-state, the state has been viewed as the basic unit of analysis in relations between states, and the study of security has been linked to this unit. With the end of the Cold War, two important dimensions developed leading to the emergence of new theoretical approaches to security: the change in the identity or nature of the actors and the emergence of new sources of security threats not directly linked to the state. These dimensions affected the security of the state and its unified entity. In response to this challenge, the state invented the means of paradiplomacy in an attempt to mitigate the risks of this challenge that might affect its political unity and territorial integrity. Accordingly, a relationship emerged between security and paradiplomacy, which Cornago summarized in three aspects that will be the focus of this research.
