Administrative Reform In The Algerian Administrative System

Abstract
Public administration is considered a science, art and profession, and is characterized by a number of subjective characteristics, namely, it is a human, inevitable, purposeful and environmental management, that is, it interacts and is affected by the factors, conditions and atmosphere of its political, economic, social, cultural, scientific and technological environment, and public administration in this sense, nature and characteristics. it must be determined and advanced by the administrative revolution whenever its causes, objectives and conditions are available or the strategy of public institutions organization by the theory of administrative reform in its original scientific concept in order to adapt and develop for effectiveness and rationality in performance.
