الملخص
الملخص: تهدف دراسة موضوع التنظيم الإداري في الجزائر بين المركزية واللامركزية إلى تسليط الضوء على المركزية واللامركزية الإدارية في الجزائر والتعرف على هيكلتهما وكذا الاختصاصات المنوطة بمختلف هيئاتهما. لتخلص الدراسة إلى استنتاج أن المشرع الجزائري وفي سبيل تجسيد الديمقراطية التشاركية من جهة ولصعوبة تطبيق نظام المركزية الإدارية من جهة أخرى حاول تكريس نظام اللامركزية الإدارية إلى جانب المركزية وخلق هيئات محلية كالولاية و البلدية ومنحهما صلاحيات واختصاصات واسعة إلا أنه لم يوفق في منحهما الاستقلالية المطلوبة فعلا بحجة ضرورة خضوع هذه الهيئات للرقابة من السلطة المركزية. Abstract: The study of administrative organization in Algeria between centralization and decentralization aims to shed light on administrative centralization in Algeria and to identify their structures, as well as the powers assigned to their various bodies. The study concludes that the Algerian legislator, in order to embody participatory democracy on the one hand, and due to the difficulty of implementing the administrative centralization system on the other hand, tried to establish a system of administrative decentralization alongside centralization and create local bodies such as the state and municipality, granting them broad powers and competencies. However, he did not succeed in granting them the required independence, under the pretext that these bodies must be subject to oversight by the central authority.
