التأثيرات المتبادلة بين تغير المناخ والنزاعات المسلحة: نحو ضرورة التكيف وإستراتجية التخفيف.

الملخص
تهدف هذه الدراسة إلى معرفة التأثيرات المتبادلة بين ظاهرة تغير المناخ والنزاعات المسلحة قصد احتواء تبعات تلك العلاقة والحد قدر الإمكان من تداعياتها وأثارها السلبية، والوقوف على مدى كفاية وفعالية الجهود المبذولة ومدى الحاجة إلى اتخاذ إجراءات إضافية من طرف المجتمع الدولي، لمواجهة ذلك وتدعيم قدرة الدول على استيعاب الآثار المجتمعة للنزاع وتغير المناخ. وقد تم التوصل من خلال هده الدراسة أن الجمع بين تغير المناخ والنزاعات المسلحة يشكل ضغوطا واثأرا مضاعفة وطويلة الأمد تنعكس على الإنسان والبيئة،لذلك يتطلب من المجتمع الدولي وضع إستراتجيات التكيف والتخفيف،لاسيما في ظل نقص المعالجة القانونية للتلازم الواقع بين التغير المناخي والنزاع المسلح. This study aims to find out the mutual effects between the phenomenon of climate change and armed conflicts in order to contain the consequences of that relationship and reduce as much as possible its negative repercussions and effects, and to determine the adequacy and effectiveness of the efforts exerted and the need for additional measures by the international community to confront this and strengthen the ability of countries to absorb the combined effects of conflict and climate change. It has been concluded through this study that the combination of climate change and armed conflict poses long-term and compounding pressures and consequences that are reflected on humans and the environment, therefore it requires the international community to develop adaptation and mitigation strategies, especially in light of the lack of legal treatment of the correlation between climate change and armed conflict.
