Abstract: The rapid technological development has led to a significant and wide-ranging transformation in the quantity and type of information circulated, transmitted, and utilized by social media networks continuously and around the clock. This has effectively contributed to shaping and directing public opinion within individual states, without being hindered by the restrictions of state laws and regulations. Governments have proven powerless in the face of this massive amount of information. This free flow of information through digital media and communication is considered a powerful weapon in the hands of advanced nations, with which they can undermine the national sovereignty of other states by influencing and shaping public opinion, particularly on major vital issues, to the extent of manipulation and draining their security capabilities. All of this is carried out under the guise of freedom of speech and expression, which has also undergone a qualitative shift, making it difficult to control in the face of this rapidly evolving digital technology.
