الملخص

إن تنظيم علاقة المواطن الإدارة لا يمكن أن يتحقق إلا من خلال إيجاد وتبني أنماط جديدة لتحسين هذه العلاقة ،فالإدارة الرقمية تعد أسلوب جديد تبنته معظم دول العالم منها الجزائر باعتبارها دعامة للإصلاح الإدارة بحيث توفر الكثير من التقدم والتطور والنجاح في المعاملات الإدارية والرفع من مبادئ القانون الإداري والقضاء على البيروقراطية، وفي سبيل تعزيز هذه العلاقة وترقيتها تم ادخال تكنولوجيا الإعلام و الاتصال لرقمنة علاقة بين الإدارة والمواطن في ظل العصر الرقمي ،كونها أداة مفتوحة للاتصال بين المواطن والإدارة ومحاربة الفساد الذي انتشر في ظل الإدارة التقليدية ، فدور الرقمنة يكمن في تحقيق متطلباتها وأهميتها والدوافع التي أدت الى تطبيقها تماشيا مع التطورات السريعة العالمية ،وتحسين جودة الخدمات العمومية وتقييمها في تعزيز وتوطيد العلاقة بين المواطن والإدارة . Abstract: Organizing the relationship between citizens and administration can only be achieved by finding and adopting new models to improve this relationship. Digital administration is a new method adopted by most countries of the world, including Algeria, as it is a pillar of administrative reform, providing a lot of progress, development and success in administrative transactions, raising the principles of administrative law and eliminating bureaucracy, In order to strengthen and upgrade this relationship, information and communication technology was introduced to digitize the relationship between the administration and the citizen in the digital age, as it is an open tool for communication between the citizen and the administration and combating corruption that has spread under traditional administration. The role of digitization lies in achieving its requirements, importance, and the motives that led to its application in line with rapid global developments, Improving the quality of public services and evaluating them to strengthen and consolidate the relationship between citizens and administration.
