الحكامة مدخل حقيقي للإصلاح الحزبي في الجزائر

الملخص
الحكامة مصطلح من أهم المصطلحات التي تم تداولها في الحقل التنموي منذ نهاية الثمانينات، اذ تعتبر الحكامة أنها:” أسلوب ممارسة السلطة في تدبير الموارد الاقتصادية والاجتماعية للبلاد من اجل التنمية وجاء بسبب فساد النظم السياسية وضعف والتخطيط.التسيير الراشد وأهمية الحكم الرشيد، ومفهوم الحكامة وإعطاؤه تعريفا موحدا ونهائيا غير ممكن لارتباطه بمجالات متعددة ولتعدد صيغ تداوله. والمقصود هنا الحكامة السياسية الجيدة على مستوى البيئة الداخلية للأحزاب، إلى جملة الترتيبات والتغييرات التي تمس البنى الداخلية للأحزاب بما يتلاءم وقواعد الممارسة الديمقراطية، والتي تهدف إلى عقلنة وترشيد تسيير وإدارة الحزب داخليا. ومن الحكامة السياسية وضوح معالم الساحة السياسة وتجسيد المفاهيم الفكرية على ارض الواقع يودي إلى نشأة المنافسة الحزبية من أجل خدمة الشعب وتحقيق تطلعاته وطموحاته Governance is one of the most important terms that has been used in the field of development since the late 1980s. Governance is considered to be: “the method of exercising authority in managing the country’s economic and social resources for the sake of development. It came about as a result of the corruption of political systems and the weakness of planning, sound management, and the importance of good governance. The concept of governance and giving it a unified and final definition is not possible due to its connection to multiple fields and the multiple forms of its use. What is meant here is good political governance at the level of the internal environment of parties, as well as a set of arrangements and changes that affect the internal structures of parties in a manner consistent with the rules of democratic practice, and which aim to rationalize and streamline the internal management and administration of the party, Political governance includes the clarity of the political arena and the enshrining of intellectual concepts on the ground, which leads to the emergence of partisan competition in order to serve the people and achieve their aspirations and ambitions.
