الملخص

يُعد موضوع الأسلحة الذاتية التشغيل من الموضوعات الحديثة التي ظهرت في الآونة الأخيرة بفعل التطور التكنولوجي والمعلوماتي في مجال تطوير الأسلحة، لذا فإن الإشكالية لهذه الدراسة ترتكز حول الخصائص المميزة للأسلحة الذاتية التشغيل عن غيرها من الأسلحة الأخرى، والمخاطر الناتجة عن استخدام الأسلحة الذاتية التشغيل، ولمعالجة الدراسة تم الاعتماد على المنهجين الوصفي والتحليلي لكونهما الأكثر ملاءمة وانسجاماً مع طبيعة الدراسة، وفي ضوء ما سبق كشفت نتائج الدراسة عن أن الأسلحة الذاتية التشغيل تشكل مفهوماً جديداً في عالم الأسلحة وأنظمة التسليح التي باتت تشكل خطراً على البشرية بأكملها، فضلاً عن تعاملها مع المخاطر بشكل يفوق قدرة البشر، ويؤخذ عليها أنها لا تفرق بين الأهداف المدنية والأهداف العسكرية، لكونها مبنية على التقنيات الحديثة. The topic of autonomous weapons is one of the modern topics that has emerged recently due to the technological and information development in the field of weapons development. Therefore, the problem of this study is based on the distinctive characteristics of autonomous weapons compared to other weapons, and the risks resulting from the use of autonomous weapons. To address the study, the descriptive and analytical approaches were relied upon as they are the most appropriate and consistent with the nature of the study. In light of the above, the results of the study revealed that autonomous weapons constitute a new concept in the world of weapons and armament systems that have become a threat to all of humanity, in addition to their handling of risks in a manner that exceeds the ability of humans. They are criticized for not distinguishing between civilian and military targets, as they are built on modern technologies.
