ملخص: تسعى هذه الورقة لمعالجة إشكالية الانتقال الديمقراطي في سياق الانتقال السياسي بالمنطق المغاربية وتحديدا ليبيا و موريتانيا. تعرض الورقة المسار الذي طبع تجربة الانتقال الديمقراطي في ليبيا وموريتانيا بالتعرض إلى فهم التركيبة السوسيولوجية للمجتمعين والتي ترسم ملامح التركيبة السياسية التي طبعت مسار الانتقال الديمقراطي في البلدين .مع توضيح أهم العقبات أو الإكراهات التي واجهت وتواجه مسار الانتقال الديمقراطي في البلدين .وفي نهاية الورقة نجد قراءة تلخص سيناريوهات تجاوز الأزمة في كلتا التجربتين للوصول إلى الترسيخ الديمقراطي الذي يعد الغاية الأساسية للانتقال الديمقراطي. Abstract : This paper seeks to address the problematic nature of democratic transition in the context of political transition in the Maghreb region, specifically Libya and Mauritania. The paper presents the path that characterized the democratic transition experience in Libya and Mauritania, addressing an understanding of the sociological composition of the two societies, which shapes the political structure that characterized the democratic transition process in both countries. It also highlights the most significant obstacles or constraints that the democratic transition process in both countries has faced and continues to face. At the end of the paper, we find a summary of scenarios for overcoming the crisis in both experiences to achieve democratic consolidation, which is the primary goal of democratic transition.
