العملات المشفرة وعلاقتها بالسلطتين النقددية والمالية

الملخص : تتناول هذه الورقة العملات المشفرة المتداولة عبر الإنترنت ، وتكمن أهمية الدراسة بأنها تسلط الضوء على خصائص وطبيعة ومزايا العملات المشفرة من أجل توضيحها وتعزيز وعي الناس بحقيقة أن العملات المشفرة هي عملات تم استخدامها كأدوات للتبادل بدلاً من العملات القانونية، ولأنها غير ملموسة وليس لها وجود مادي الامر الذي جعل الكثير من الناس لايثقون بها . تهدف الدراسة أيضًا إلى تحديد موقف السلطات المالية والنقدية من العملات المشفرة وخصائصها التي تنتقص من العملات القانونية وتجعلها جذابة للعديد من المستثمرين ، وأن استخدام تلك العملات سيضعف قدرة البنك المركزي على إدارة السياسة النقدية والتحكم في المعروض النقدي للعملة المصدرة ، كما ان استخدام العملات المشفرة ستؤثر على السياسة المالية من خلال إضعاف دور وزارة المالية في مراقبة أدوات سياستها المالية مثل الايرادات والنفقات لاسيما الاستقطاع الضريبي على تلك العملات . كما ان الدراسة من خلال التحليل الوصفي ثبتت صحة افتراضاتها وتحقيق اهدافها ، كذلك فان الدراسة توصلت الى جملة من الاستنتاجات اهمها ان العالم اليوم يشهد تطورا سريعا في عالم التكنلوجيا والابتكار المالي وثورة رقمية في جميع الاتجاهات الاقتصادية والمالية والمصرفية وابتكار ادوات نقدية جديدة تتناسب مع تطور المجتمع وانتشار الانترنيت اضافة الى ان عملات التشفير تحاول ان تاخذ لها دورا في الازمات الاقتصادية والمالية وغيرها في عالم اليوم . .الكلمات الرئيسية: العملات المشفرة، موقف السلطات النقدية والمالية، الموقف الدولي، موقف المنظمات الدولية ، المنظور المستقبلي للعملات المشفرة . Abstract: This paper deals with cryptocurrencies traded over the Internet, and the importance of the study is that it sheds light on the characteristics, nature and advantages of cryptocurrencies in order to clarify them and enhance people’s awareness of the fact that cryptocurrencies are currencies that have been used as tools of exchange instead of legal currencies, and because they are intangible and do not have a physical existence.It makes many people not trust it. The study also aims to determine the position of financial and monetary authorities on cryptocurrencies and their characteristics that detract from legal currencies and make them attractive to many investors, and that the use of these currencies will weaken the ability of the central bank to manage monetary policy and control the money supply of the issued currency The use of cryptocurrencies will also affect financial policy by weakening the role of the Ministry of Finance in monitoring its financial policy tools such as revenues and expenditures, especially tax deductions on those currencies. The study also, through descriptive analysis, proved the validity of its assumptions and achieved its objectives .The study reached a number of conclusions, the most important of which is that the world today is witnessing rapid development in the world of technology, financial innovation, a digital revolution in all economic, financial and banking trends, and the innovation of new monetary tools that are compatible with the development of society and the spread of the Internet .
