This study examines the barriers to implementing public smoking and prohibition laws, drawing on Neutralisation and Rational Choice Theories. Data was collected through semi-structured interviews conducted with 40 transit drivers who were randomly selected. Research indicates that low public awareness, ineffective law enforcement, entrenched cultural norms, and corruption are major hurdles to the successful enforcement of these laws. The study also emphasizes the detrimental health, social and economic effects associated with inadequate smoking regulations. Findings suggest that reinforced policy enforcement, public education initiatives, and other measures are crucial to successful law enforcement and have a substantial impact on compliance, leading to a healthier, smoke-free environment in Nigeria.
