دور السياسة الصناعية في تنمية الصناعات الصغيرة والمتوسطة في الجزائر.

الملخص
ملخص: تهدف هذه الدراسة الى توضيح الدور الذي تلعبه السياسة الصناعية المطبقة في الجزائر لتنمية الصناعات الصغيرة والمتوسطة خلال الفترة الممتدة من سنة 2013 الى سنة 2002. توصلنا من خلال دراستنا الى ان الحكومة الجزائرية اعتمدت في سياستها الصناعية لصالح الصناعات الصغيرة والمتوسطة على عدة أدوات منها المباشر والغير المباشر مثل: القروض الصناعية، الاعفاء من ضرائب الشركات، الحماية الجمركية، السياسات الحكومية تجاه الاندماج بين المؤسسات وسياسة مكافحة الاحتكار، والتي ساهمت في زيادة التعداد الإجمالي لهذه الصناعات، وكذا التنويع من نشاطاتها لتشمل مجمل الفروع الصناعية، ولكن سجلنا فشل العديد من هذه الصناعات التي لم تنجح في ظل الأوضاع الاقتصادية السائدة، وهذا ما يفرض على الحكومة الجزائرية البحث اكثر في تفعيل السياسات الصناعية المستقبلية من اجل توفير دعم اكبر لهذه الصناعات. Abstract: This study aims to clarify the role played by industrial policy in algeria in developing smail and medium industries during the period from 2013 to 2022. Our study has found that the algeria government, in its industrial policy in favor of small and medium industries, has relied on several tools, both direct and indirect, such as industrial loans, corporate tax exemptions, customs protection, government policies encouraging mergers between companies, and anti-monopoly policies. These measures have contributed to an overall increase in the number of these industries, as well as the diversification of their activities to include various industrial sectors. However, we have also recorded the failure of many of these industries, which were unable to succeed under the prevailing economic conditions. This necessitates that the Algerian government further explore ways to enhance future industrial policies in order to provide greater support for these industries.
