الملخص
يتمتع رئيس الجمهورية بصلاحيات واسعة في إطار نظام رئاسي. ومن أبرز اختصاصاته بموجب دستور الجمهورية التونسية لسنة 2022 أنه يعيّن رئيس الحكومة وأعضاءها، ويشرف على تحديد التوجهات العامة للدولة، كما يتولى تمثيل الدولة في الخارج، ويبرم المعاهدات الدولية ويصادق عليها، ويتولى القيادة العليا للقوات المسلحة ويشرف على الأمن القومي. كما يمكنه تقديم مشاريع قوانين، وله صلاحية إصدار القوانين بعد مصادقة البرلمان، وله كذلك أن يعلن الحالة الاستثنائية (مثل حالة الطوارئ) وفق شروط محددة. كما يخول له الدستور صلاحية جد قوية وخطيرة تكمن في إمكانية حل البرلمان والدعوة إلى انتخابات تشريعية وتبرز هذه الورقة البحثية من خلال هذه الصلاحيات تركيزًا كبيرًا للسلطة بيد الرئيس، مع بعض الضوابط المحددة في الدستور لضمان توازن مؤسسات الدولة. National Security and Defense: They hold the supreme command of the armed forces and oversee national security.Legislative Role: The President can propose draft laws and has the power to promulgate laws after parliamentary approval. Emergency Powers: The President can declare a state of emergency (such as an exceptional state) under specific conditions. Dissolving Parliament: A significant and impactful power granted by the constitution is the ability to dissolve parliament and call for legislative elections.
