الملخص

يهدف هذا البحث إلى دراسة الإطار القانوني الدولي الذي ينظم حماية المنظمات الإنسانية الدولية وموظفيها أثناء النزاعات المسلحة الدولية، مع التركيز على التحديات التي تواجه تنفيذ هذه الحماية على أرض الواقع. توصلت الدراسة إلى أن القانون الدولي الإنساني، لا سيما اتفاقيات جنيف وبروتوكولاتها، يوفر حماية نظرية قوية، إلا أن غياب آليات إنفاذ فعالة والتجاهل المتعمد من بعض أطراف النزاع يقللان من فعاليتها. كما تقترح الدراسة جملة من التوصيات لتعزيز هذه الحماية، من بينها تطوير آليات مساءلة دولية وتفعيل التعاون مع منظمات المجتمع المدني This research aims to examine the international legal framework governing the protection of international humanitarian organizations and their personnel during international armed conflicts, focusing on the challenges facing the implementation of this protection on the ground. The study finds that international humanitarian law, particularly the Geneva Conventions and their Protocols, provides strong theoretical protection. However, the absence of effective enforcement mechanisms and the deliberate disregard of some parties to the conflict reduce its effectiveness. The study also proposes a set of recommendations to strengthen this protection, including the development of international accountability mechanisms and the activation of cooperation with civil society organizations
