الملخص

الملخص: في ظل الحالة الأمنية الدولية المعقدة، وبالرغم من عدم وقوع عمل إرهابي نووي، فانه لا يعقل تجاهل الخطر المتمثل في سعي الجماعات الإرهابية، والمنظمات الإجرامية التمكن من مواد حساسة صالحة للاستخدام المزدوج، أو تخريب المنشآت النووية، أو إتيان أعمال أخرى خطيرة ، وتتميز هذه المخاطر الرئيسية لعالم اليوم؛ والمتمثلة في المواد والأسلحة النووية الموجودة، والانتشار المتزايد لها، فضلا عن آفة الإرهاب، بأنها متشابكة ومعقدة، لأنه كلما زاد حجم المحزونات والمواد النووية المتوفرة، كلما زاد تسربها أو انتشارها أو إساءة استخدامها، لذلك اعتبرت مشكلة الانتشار النووي واحدة من أعقد القضايا التي يشهدها الواقع الدولي المعاصر، لذلك ظهرت مجموعة من المساعي الدولية تسعى لمجابهة هذا الخطر أو على الأقل الحد من إنتشاره. Abstract: In light of the complex international security situation, and despite the fact that no nuclear terrorist act has occurred, it is unreasonable to ignore the danger represented by the efforts of terrorist groups and criminal organizations to gain access to sensitive materials suitable for dual use, or to sabotage nuclear facilities, or to commit other dangerous acts. These major dangers of today's world, represented by the existing nuclear materials and weapons, and their increasing spread, in addition to the scourge of terrorism, are characterized by being intertwined and complex, because the larger the volume of available nuclear stockpiles and materials, the greater their leakage, spread, or misuse. Therefore, the problem of nuclear proliferation has been considered one of the most complex issues witnessed by contemporary international reality, and therefore a group of international efforts have emerged seeking to confront this danger or at least limit its spread
