رهانات تطبيق عقود البوت في الجزائر

الملخص
ملخص: تناولنا في هذا المقال موضوع عقد البناء والتشغيل والتحويل حيث يعد من أهم العقود المطبقة في العديد من الدول لا سيما الرأسمالية منها بالنظر إلى موضوعه. يعد من أهم عقود الشراكة التي تبرم بين القطاعين العام والخاص خصوصا وأنه يتعلق بمشاريع ضخمة تتطلب رؤوس أموال كبيرة. الأمر الذي يساهم في بناء الاقتصاد الوطني بجانب القطاع العام وتخفيف العبء على الخزينة العمومية وتخفيف الإنفاق العمومي. كما يساهم عقد البوت في توفير وتطوير وتحسين الخدمات العمومية نظرا لما يملكه القطاع الخاص من إمكانات ومؤهلات في مجالات الإنجاز والتسيير. كما سنبحث تطبيقاته في الجزائر. Abstract: In this article, we discussed Build-Operate-Transfert (BOT) contract, object. Which is considered the most important contracts implemented in many contries, especially capitalist ones, given its subject matter. It is one of the key partnership contracts between the public and private sectors, particularly since it involves large progects that require substancial capital investments. This contributes to building the national economy alobgside the public sector, alleviating the burden on the public treasury and reducing public expenditure. The BOT contract also helps in providing, developing and improving public services due to the private sector ‘s capabilities and expertise in management fields. We will also examine its applications in Algeria.
