الملخص

هدفت الدراسة إلى توظيف أساليب الاستشراف الاستراتيجي في إعداد سيناريوهات برامج التنمية لولاية البليدة،حيث تم القاء نظرة على السياق الاجتماعي والاقتصادي الحالي لولاية البليدة ، و تطور النظام الاجتماعي والاقتصادي والإيكولوجي، ساعدت برمجيتي MICMAC وMACTOR على تحديد المتغيرات الأساسية و فهم السلوك الاستراتيجي للفاعلين الإقليميين على أساس العلاقات الملموسة التي تحدد علاقاتهم وتلك الكامنة القادرة على إحداث تغيير في مستقبلها، على أساس هذا التحليل، تم بناء ثلاثة سيناريوهات تمثل المسارات المحتملة لتطور برامج التنمية لولاية البليدة، السيناريو الأول و هو سيناريو مرجعي، السيناريو الثاني و هو السيناريو المتفائل، و الثالث سيناريو متشائم، مما يستدعي تدخل استراتيجي وخطة تعاون للجهات الفاعلة، تهدف إلى القضاء على الفوارق الاجتماعية و تدعيم التنمية المتكاملة والمستدامة. The study aimed to employ strategic foresight methods in preparing scenarios of development program for Blida, where a look was taken at the current social and economic context of Blida, and the development of the social, economic and ecological system, The MICMAC and MACTOR software helped to identify the basic variables and understand the strategic behavior of regional actors based on the tangible relationships that define their relationships and those latent ones capable of making a change in their future. On the basis of this analysis, Three scenarios were built to represent the possible paths for the development of development programs for the state of Blida. The first scenario is a reference scenario, the second scenario is an optimistic scenario, and the third is a pessimistic scenario, which requires strategic intervention and a cooperation plan for the actors, aiming to eliminate social disparities and support integrated and sustainable development
