الملخص
تكتسي دراسة المرفق العام مكانة هامة في القانون الإداري لما يلعبه من دور فعال في حياة الأفراد، حيث يقدم خدمات متنوعة لهم تحت إشراف السلطة العامة، هذه الأخيرة التي تسعى بكل قواها الى تحسين وتطوير هذه الخدمات لتحقيق المصلحة العامة. وقد فرض التطور الحاصل طرقا حديثة في استغلال هذه المرافق وتسييرها بإدخال العنصرالالكتروني في العديد من المجالات منها التعامل في مستوى المرافق العامة سواء في نشاطها الخدماتي أو الوظيفي مما فرض ظهور مصطلح جديد "المرفق العام الإلكتروني" باعتباره اتجاها جديدا في الإدارة المعاصرة، سعينا من خلال هذه الورقة البحثية تسليط الضوء على مفهوم هذا المصطلح مقارنة بالأنظمة التي تتقاطع معه في بعض الصفات، وإبراز هذه الأساليب الحديثة في تسييره و كذا متطلبات وجوده الأساسية . The study of public services occupies an important place in administrative law due to the effective role they play in the lives of individuals, providing them with a variety of services under the supervision of the public authority, which strives with all its might to improve and develop these services to achieve the public interest. The development has imposed modern methods for exploiting and managing these facilities by introducing the electronic element in many areas, including dealing at the level of public facilities, whether in their service or functional activity, which has imposed the emergence of a new term, “electronic public facility,” as a new trend in contemporary management. Through this research paper, we sought to shed light on the concept of this term in comparison with systems that intersect with it in some characteristics, and to highlight these modern methods in its management as well as the basic requirements for its existence.
