Illegal speculation is one of the economic phenomena that has burdened the consumer as well as the economic and commercial sector in the country, and it appears that it has become widespread among traders, which made the legislator think about developing a modern strategy to address and limit this crime, by criminalizing this behavior and providing for deterrent criminal and administrative penalties for anyone who has the opportunity to commit such illegal behavior, by issuing Law 21/15 on combating illegal speculation ، this law, enacted as a result of pressing circumstances, compelled the legislator to address the existing legal gap in this area by establishing a set of provisions and procedures aimed at combating this crime. It also defines the national and local bodies responsible for fighting it, while coordinating efforts to prevent such illegal practices before they occur, through the adoption of a vigilance mechanism.
