البلدية كأداة محلية لتجسيد دور المجال الحضري في تحسين الأداء الوظيفي دراسة ميدانية على موظفي بلدية سيدي امحمد بالجزائر العاصمة

الملخص
لقد إستمدت دراستننا هاته أهميتها من العلاقة المحتملة بين المجال الحضري وتداعياته على مستوى الوظيفي في ظل هيئة موكلة بتسيير هذا المجال، حيث أنّ البيئة الإجتماعية تتسم بعلاقة مباشرة بضرورة فهم المؤثرات الخارجية على سلوك الموظف ونقصد بذلك المجال اليومي المعاش الذي يلازم الموظف في حياته اليومية إلى درجة الإذعان، ولعلّ أصدق دليل على ذلك سلوكيات الموظفين التي يطغى عليها طابع الحياة اليومية بسبب الذوبان في ثقافة المجال الحضري على حساب ثقافة المؤسسة، وذلك نتيجة للوفرة في الأزمات التي يعرفها المجال الحضري، البارزة بقوة في أشكال التنافر بين الموظف ومجاله الوظيفي والمترجمة في تمرده على القوانين الإدارية التي تحكم وظيفته، إلى درجة قناعته من خلال منطقه الإجتماعي بالبحث عن مستوى للتعايش مع الفضاء المهني وفقًا لما تمليه عليه الصّورة العامة للمجال الحضري بكل ما يحمله من إختلالات تنظيمية ووظيفية. Our study draws its importance from the potential relationship between the urban space and its repercussions at the employment level within an organization responsible for managing this space, as the social environment is characterized by a direct relationship to the necessity of understanding the external influences on the employee’s behavior, and by that we mean the daily living space that accompanies the employee in his daily life to the degree compliance, and perhaps the truest evidance of this is the behavior of employees, who are dominated by the character of daily life due to the assimilation into the culture of the urban sphere at the expence of the culture of the institution, and this is a result of the abundance of crises that the urban sphere known, which are strongly prominent in the form of dissonance between the employee and his functional field and translation in his rebillion against the adminisrative laws which govern his job, to the point of his conviction through his social logic to search for a level of coexistanbce withe the professional space according to what is dictated by the genaral image of the urban space with all its organizational and functional imbalances
