الرقمنة داخل المؤسسات العقابية بين الهاجس الأمني ومتطلبات البعد الإجتماعي

الملخص

يشهد مجال قطاع السجون في مختلف أنحاء العالم ثورة تقنية هائلة حيث سعت مختلف التشريعات العقابية ومن بينها التشريع الجزائري إلى إدخال التقنيات الحديثة والرقمية إلى المؤسسات العقابية إنسجاما مع وظيفتها خاصة بعد إهتمام المواثيق الدولية بها ولا سيما القواعد النموذجية الدنيا في مادتها 6و58 والتي خولت لإدارة السجون إمكانيةإستعمال الرقمنة في مختلف العمليات الإدارية . هذه الآليات ساهمت بشكل كبير في وظيفة المؤسسة العقابية والتي تتمثل في تعزيز الأمن داخل السجون من جهة وكذا تأهيل المساجين وإعادة إدماجهم من جهة أخرى ولذلك سنحاول من خلال هذه الدراسة إبراز ملامح هذه الثورة التقنية وانعكاساتها على السياسة العقابية المعاصرة . Abstract: The field of the prison sector around the world is witnessing a tremendous technological revulution,as various penal legislations, including the Algerian ligislations ,have sought to introduce modern and digital technologies to penal intitutions in line with thir function ,especially after the attention of international charters ,especially the standard Minimum rules in articles 6 and 58 ,wich authorized the prison administration to use digitization in various administrative processes . The technologies have gratly contributed to the function of the penal institution, wich is to enhance security inside prisons on the one hand ,as well as the rehabilitation and reintegration of prisoners on the other hand,so w will try through this study to highlight the fatures of thistchnical revolution andtchnical revolution and its implications on contemporary penal policy .
