قياس أثر تقلبات أسعار النفط على الانفاق العام على مشاريع البنية التحتية في الجزائر باستخدام منهجية Ardl خلال الفترة (1990-2022).

الملخص
تهدف هذه الدراسة إلى قياس و تحليل أثر تقلبات أسعار النفط على حجم الإنفاق العام على مشاريع البنية التحتية في الجزائر، باستخدام منهجية الانحدار الذاتي للفجوات الزمنية الموزعة(ARDL) ، من خلال تطبيق اختبار الحدود للكشف عن العلاقة التوازنية طويلة الأجل، وكذا نموذج تصحيح الخطأ لاختبار سرعة تعديل التوازن بعد حدوث صدمة ،على سلاسل زمنية سنوية للفترة ) 1990- 2022 (، مع ادراج سنوات الفواصل الهيكلية بهدف الوصول إلى تقديرات دقيقة غير متحيزة . وتوصلت النتائج إلى وجود علاقة تكامل مشترك بين أسعار النفط والانفاق العام على مشاريع البنية التحتية، حيث يساهم ارتفاع أسعار النفط في تعزيز الإنفاق العام على البنية التحتية، بينما يؤثر تراجعها سلبا على تمويل هذه المشاريع. إضافة إلى التأثير الفوري لتقلبات أسعار النفط على حجم الإنفاق العام في البنية التحتية. الأمر الذي يستدعي ضرورة التوجه نحو تبني آليات تمويل جديدة لسد فجوة البنية التحتية التي يسببها تراجع أسعار النفط. This study aims to measure and analyze the impact of oil price fluctuations on the public infrastructure spending in Algeria, by using the autoregressive methodology of distributed lags (ARDL). through applying the ARDL bounds test to detect Long-run equilibrium relationship, as well as the error correction model to test the speed of equilibrium adjustment after a shock, on annual time series data, over the period 1990-2022, with the incororpation of structural breaks, aims to accurate and unbiased estimates. The results indicates the existence of cointegration relationship between oil prices and public spending on infrastructure, where the increases in oil prices have contributes to enhancing public spending on infrastructure, while falling oil prices negatively affect the funding of these projects. In addition to the immediate impact of oil price fluctuations on infrastructural public spending. That needs to adopt new financing mechanisms to bridge the infrastructure gap caused by the decline in oil prices.
