إشكالية المجتمع المدني المحلي في تحقيق الحوكمة المحلية

الملخص

تهدف هذه الدراسة إلى إبراز المشكلات التي تواجه المجتمع المدني في سبيل تحقيق الحوكمة على المستوى المحلي وأهم العقبات التي تحول حول تحقيق هذه العملية بسب وجود عدة عوامل وأسباب وثغرات تؤدي بالمجتمع المحلي إلى البقاء في دائرة الفساد والتخلف. بحيث يعتبر المجتمع المدني من الجهات التي تعمل على تنفيذ عدة عمليات، وهذا في إطار إن المجتمع المدني هو فاعل أساسي ومهم خاصة بعد الصلاحيات القانونية المقدمة له بعد التعديل الدستوري الأخير. هذا من جهة أما من جهة أخرى فالحوكمة المحلية هي عملية تستدعي الوقوف عليها وتعزير آليات ووجود جهات لتحقيقها في سبيل الخروج من دائرة التخلف وتحقيق التنمية المحلية This study aims to highlight the problems facing civil society in order to achieve governance at the local level and the most important obstacles to achieving this process due to the presence of several factors, reasons and gaps that lead the local community to remain in the cycle of corruption and underdevelopment. So that civil society is considered one of the parties working to implement several operations, and this is in the context of the fact that civil society is a fundamental and important actor, especially after the legal powers provided to it after the recent constitutional amendment. On the one hand, on the other hand, local governance is a process that calls for standing up to it and strengthening mechanisms and the presence of bodies to achieve it in order to get out of the cycle of underdevelopment and achieve local development.
