استراتيجية إعادة بناء الدولة في افريقيا

الملخص
يسلط هذا البحث الضوء على موضوع جدلية الامن والتنمية في افريقيا وهو ما يشكل أحد المطالب الأكثر إلحاحا بالنسبة لدول القارة الافريقية التي تعاني من التخلف والتبعية الاقتصادية. إن عملية بناء الدولة هي جهد يهدف الى تصحيح الاختلالات التي تعاني منها الدول الهشة، وتجسد هشاشة الدولة عندما تفتقر هياكلها للإرادة السياسية والقدرة على توفير الوظائف الأساسية اللازمة للحد من الفقر وصون الامن وحقوق الانسان لكل أفرادها. إن هدف إخراج دول الافريقية من الازمة لا يتحقق إلا من خلال تضافر الجهود الجماعية لكل من النخب والحكومات والفاعلين، أخذين في عين الاعتبار بالدرجة الأولى وضع سياسات وبرامج تنموية. فخلاصة القول تشير الى أنه لا أمن من دون تنمية ولا تنمية من دون أمن، لهذا لا بد من تبني مقاربة تعمل على دمج الامن والتنمية لضمان الاستقرار. This research sheds light on the controversial issue of security and development in Africa, which constitutes one of the most urgent demands for the countries of the African continent that suffer from underdevelopment and economic dependence. The state-building process is an effort aimed at correcting the imbalances that fragile states suffer, and the fragility of the state is embodied when its structures lack the political will and the ability to provide the basic functions necessary to reduce poverty, and maintain security and human rights for all its members. The goal of getting the African countries out of the crisis can only be achieved through the concerted collective efforts of the elites, governments and actors, taking into consideration in the first place the development of policies and programs. In sum, it indicates that there is no security without development and no development without security, so an approach must be adopted that integrates security and development to ensure stability.
