رهان التناظم بين تجسيد الشمول الرقمي ومكافحة الفساد الاداري

الملخص
في ظل اهتمام الجزائر المتزايد لتجسيد مشروع التكنولوجية الرقمية وادخالها حيز النفاذ داخل النظم الادارية؛ الأمر الذي يسمح بخلق مفهوم حديث يعمل على تحسين الخدمات المؤسساتية المقدمة من جهة والسعي لكسب ثقة المتعامل من جهة أخرى بضرورة التخلي عن نظام الورقنة المعتمد وتفعيل الرقمنة كآلية مستحدثة واستراتيجية تسمح بإنشاء بنية تحتية رقمية من خلال عصرنة الوحدات الادارية وتفعيل مرتكزات الرقابة والشفافية على ما تقدمه هذه الوحدات بما يسهم في تقليص بؤر الفساد التي تناط بها الادارة. وعليه فإن تعزيز الخدمات المرفقية في شكلها الالكتروني أتاح العديد من الايجابيات على اعتبار أن الخوض في الادارة الرقمية وتبني استراتيجيات تكنولوجية يسهم في تطبيق ادارة عصرية مرقمنة تهدف للتصدي لكل أشكال الفساد الاداري داخل المؤسسات والمرافق العامة. Abstract: In view of Algeria's growing interest in reflecting the digital technology project and its entry into force within administrative systems; This creates a modern concept that improves the institutional services provided on the one hand and seeks to gain the client's confidence on the other hand in the need to abandon the approved paper system and operationalize digitization as an updated mechanism and strategy that allows the establishment of digital infrastructure through the modernization of administrative units and the activation of the foundations of oversight and transparency of what these units provide, thereby contributing to the reduction of the points of corruption entrusted by the administration. Thus, the enhancement of annexed services in its electronic form has provided many pros, considering that engaging in digital governance and adopting technological strategies contributes to the application of modern digitized management aimed at addressing all forms of administrative corruption within public institutions and facilities.
