تطور نظام سعر الصرف ومراقبته في الجزائر، بين التسيير الاداري و الواقع الاقتصادي

الملخص
تهدف هذه الدراسة إلى التعرف على تطور نظام الصرف و ارتباطه الوثيق بمراحل التنمية في الجزائر، حيث سلطت الضوء على مختلف الاليات المعتمدة في تحديد سعر صرف الدينار الجزائري في كل مرحلة من المراحل التي ميزت السياسات النقدية و الاقتصادية التي انتهجتها الجزائر منذ الاستقلال الى يومنا هذا، مع التطرق الى إيجابيات و سلبيات تلك الاليات المتبعة و استشراف المستقبل القريب للدينار الجزائري. ولقد توصلت الدراسة إلى أنه يوجد ارتباط كبير بين نظام الصرف المتبع و ما تتطلبه المرحلة التنموية المواكبة له في الجزائر، كما انه في ظل العولمة الاقتصادية و المالية المتسارعة، فان الجزائر مجبرة على اتباع سياسات صرف ملائمة لاقتصاد السوق، مع مرافقة ذلك بتطوير البنية التشريعية و التنظيمية و المؤسساتية اللازمة لذلك، و هذا من اجل خلق مرونة في مناخ الاعمال و الحركية الاقتصادية ككل، مع التحكم في الآثار السلبية لهذه السياسات، مثل ظاهرة التحويل غير الشرعي للعملة الصعبة نحو الخارج. This study aims to identify the development of the exchange system and its close connection with the stages of development in Algeria, as it sheds light on the various mechanisms adopted in determining the exchange rate of the Algerian dinar in each of the stages that characterized the monetary and economic policies pursued by Algeria since independence to the present day. While addressing the pros and cons of those mechanisms used and looking forward to the near future of the Algerian dinar. The study concluded that there is a significant correlation between the exchange system in place and what is required by the developmental phase accompanying it in Algeria, and that in light of the rapid economic and financial globalization, Algeria is forced to follow appropriate exchange policies for the market economy, accompanied by the development of the legislative structure and the organizational and institutional necessary for this, and this is in order to create flexibility in the business climate and economic mobility as a whole, while controlling the negative effects of these policies, such as the phenomenon of illegal transfer of hard currency abroad
