Decentralization At The Center Of Local Governments Management Stakes. Case Study: The Municipality Of Annaba

Abstract
The aim of this article is to provide theoretical and empirical reflections to enhance our understanding of decentralization. To achieve this, we conducted a survey through a questionnaire at the level of the municipality of Annaba after reviewing all the necessary theoretical concepts related to the principle of decentralization. The analysis of the collected data using SPSS software allowed us to confirm the establishment of decentralization mechanisms. However, shortcomings in the exercise of participatory democracy principles were identified, which could affect local governance. Additionally, we found that decentralization has a significant impact on local development in the municipality of Annaba. But, at the same time, the proposed model reveals an inverse relationship, indicating that in this specific region, decentralization is relatively hindering local development.
