الملخص
ملخص: يشهد قطاع المالية العامة تحولات رقمية متسارعة تهدف إلى تحسين كفاءة إدارة الأموال العامة، تعزيز الشفافية، وتوسيع نطاق الخدمات المالية الحكومية. ومع ذلك، يواجه هذا التحول تحديات تتعلق بالأمن السيبراني والامتثال للقوانين المحلية والدولية. تهدف هذه الورقة البحثية إلى دراسة تأثير التقنيات الحديثة مثل الثوثيق الالكتروني والعقود الذكية في إدارة الأموال العامة، واستكشاف دور الذكاء الاصطناعي في التنبؤ بالإيرادات وضبط المصروفات. كما يناقش البحث العقبات التنظيمية وكيف يمكن تطوير إطار قانوني فعال لدعم التحول الرقمي، مقارنة بين الوضع الحالي والرقمي: مثال على المشكلات التي كانت تواجهها المالية العامة في غياب الأنظمة الرقمية، مثل البطء في تحصيل الضرائب أو غياب الشفافية في الإنفاق الحكومي، كما توصلت الورقة البحثية لعدة نتائج وتوصيات. الكلمات المفتاحية: تحول رقمي؛ مالية عامة؛ كفاءة مالية؛ شفافية؛ أمن سيبراني. Abstract: The public finance sector is experiencing rapid advancements in digital transformation, aiming to optimize the efficiency of public fund management, enhance transparency, and broaden access to governmental financial services. However, this shift is accompanied by significant challenges, including cybersecurity risks and the necessity to align with both local and international legal frameworks. This study seeks to examine the influence of advanced technologies, such as blockchain and smart contracts, on public fund administration, alongside the role of artificial intelligence in forecasting revenues and regulating expenditures. Furthermore, the research explores regulatory challenges and proposes strategies for developing a robust legal framework to facilitate digital transformation. By contrasting traditional practices with digital solutions, the study highlights persistent issues in public finance management, such as delays in tax collection and the absence of transparency in governmental expenditures.
