مجلس السلم والأمن الأفريقي وعضوية الجزائر فيه

الملخص
ترتكز هذه الدراسة على مجلس السلم والأمن الأفريقي المستحدث في إطار الاتحاد الأفريقي، وتتضمن دراسة مؤسساتية لهذا الجهاز الجديد، من خلال تحليل البروتوكول المنشئ له أين تظهر كذلك سلطاته والميكانيزمات الأخرى التي تعمل حوله لضمان السلم والأمن في أفريقيا. ولقد عرفه البروتوكول كمساهم في نظام الأمن الجماعي وإنذار سريع يهدف إلى تسهيل رد فعل سريع وفعال في حالات النزاع والأزمات في أفريقيا. ويتشكل المجلس من 15 عضو ينقسمون إلى فئتين: يتمتع 10 أعضاء بعهدة لمدة سنتين، أما 05 أعضاء الباقين فعهدتهم ثلاث سنوات. وإذا كانت العضوية في المجلس مؤقتة، فإن للجزائر عضوية شبه دائمة، ولعل ذلك يعود إلى توفرها على شروط الانخراط في الديمقراطية، والالتزام بمبادئ الاتحاد، والمساهمة في الحفاظ على السلم والأمن والاستقرار في القارة. This study focuses on the African Peace and Security, which was establishes within the framework of the African Union. It includes an institutional study of this new body through analyzing the protocol establishing it, where it also shows its authorityand other mechanisms that work around it to ensure peace and security in Africa. The Council consists of 15 members divided into two categories: 10 members enjoy a two-year term, and the remaining 05 members are appointed for threeyears. In the case the membership in the Council is temporary, then Algeria has semi-permanent membership, perhaps this is due to its fulfillment of the conditions for joining democracy, adhering to the principles of the Union, and contributing to maintaining peace, security and stability.
