الملخص

ملخص: يهدف هذا البحث إلى تحليل فاعلية مجلس السلم والأمن الإفريقي في إدارة الأزمات الداخلية، من خلال دراسة حالة أزمة مالي. اعتمد المجلس نهجًا دبلوماسيًا توافقيًا، ودعم جهود الوساطة التي قادتها الإيكواس، مع الدعوة إلى العودة للنظام الدستوري. كما استخدم أدوات ضغط سياسية مثل تعليق عضوية مالي وإصدار بيانات حازمة. وساهم في متابعة تنفيذ اتفاق الجزائر بالتنسيق مع الأمم المتحدة. إلا أن المجلس واجه تحديات أبرزها ضعف الإمكانيات وتدخل القوى الخارجية، مما أثر على فاعليته. توصي الدراسة بضرورة تعزيز قدرات المجلس وتطوير آلياته لمواجهة الأزمات المستقبلية. Abstract: This research aims to analyze the effectiveness of the African Peace and Security Council in managing internal crises, using the case of the Mali crisis as a study model. The Council adopted a diplomatic and consensual approach, supporting mediation efforts led by ECOWAS and calling for a return to constitutional order. It also employed political pressure tools such as suspending Mali’s membership and issuing firm statements. The Council contributed to monitoring the implementation of the Algiers Agreement in coordination with the United Nations. However, it faced challenges, most notably limited resources and foreign interference, which impacted its effectiveness. The study recommends strengthening the Council’s capacities and developing its mechanisms to better address future crises.
