الملخص
ملخص: لما كان القرار الإداري أحد صور النشاط الذي تمارسه الإدارة من أجل أدائها لوظيفتها، حيث اكتسب هذا الأخير _في ظل التطور التكنولوجي_ أهمية بالغة لضمان استمرار عمل المرافق العامة خدمة لحاجيات المتعاملين معها. يعتبر نفاذ القرار الإداري الإلكتروني حجر الأساس في نقل مضمون القرار الإداري إلى الأفراد المخاطبين به بطريقتي النشر والتبليغ عبر استخدام الوسائل الإلكترونية الحديثة، ومنه بدء سريان مواعيد الطعن في القرارات الغير المشروعة. Summary: Since the administrative decision is one of the forms of activity practiced by the administration in order to perform its function, the latter - in light of technological development - has gained great importance to ensure the continued operation of public facilities to serve the needs of those dealing with them. The fact that the electronic administrative decision has been implemented is considered the cornerstone of transferring the content of the administrative decision to the individuals addressed by it through the methods of publication and notification through the use of modern electronic means, and from there begins the time for appealing illegal decisions.
