The adoption of environmental protection measures imposes greater constraints on developing countries compared to developed ones, which have historically contributed more to environmental degradation. To ensure justice, the principle of "common but differentiated responsibilities" was introduced, differentiating obligations between developed and developing countries. This principle is explored through the question: How can it be applied to ensure environmental protection with the participation of all countries? To address this issue, the research is divided into two sections: the first focuses on the nature of the principle of common but differentiated responsibilities in international environmental law, while the second examines the forms of differentiation within the global climate change regime.
