The Restrictions On Media Activity Under The 2020 Constitutional Amendment: The Case Of Press Freedom القيود على النشاط الإعلامي في ظل التعديل الدستوري 2020 -حرية الصحافة أنموذجا-

Abstract
This study aims to shed light on the constitutional constraints imposed on the freedom of media activity in general, and freedom of the press in particular, as it is one of the most important indicators of democracy and is closely linked to other freedoms, such as freedom of opinion and expression and the right to access and circulate information. The Algerian legislator guaranteed freedom of the press in the 2020 constitutional amendment and provided safeguards for it, enshrining freedom of opinion, expression, and access to information. However, it also restricted legislative authority in regulating this freedom. In contrast, these freedoms were limited based on considerations of national constants, national security, and human dignity. تهدف هذه الدراسة إلى تسليط الضوء على القيود الدستورية الواردة على حرية النشاط الإعلامي بصفة عامة وحرية الصحافة بصفة خاصة، لكونها من أهم مؤشرات الديمقراطية وترتبط بحريات أخرى كحرية الرأي والتعبير وحرية الوصول إلى المعلومات وتداولها. المشرع الجزائري كفل حرية الصحافة في التعديل الدستوري 2020 ووضع لها ضمانات أين كرس حرية الرأي والتعبير وحرية الوصول إلى المعلومات، كما أنه قيد سلطة المشرع في تنظيمها وفي المقابل فقد قيد هذه الحريات مستندا إلى اعتبارات الثوابت الوطنية والأمن الوطني وكذا الكرامة الإنسانية.
