الملخص
ملخص البحث: تهدف هذه الدراسة إلى تحليل وتحقيق تنمية محلية شاملة ومستدامة في بلدية أغورط، التي تواجه ظروفًا صعبة وتخلفًا تنمويًا في مختلف المجالات. تقوم الدراسة على فرضية أساسية مفادها أن تحقيق هذه التنمية يتطلب استثمارًا فعالًا لجميع الموارد المتاحة، سواء كانت طبيعية، اجتماعية، اقتصادية أو تراثية. كما يستدعي الأمر تفعيل دور الفاعلين المحليين والمجتمع المدني من أجل بناء أسس تنموية تعزز العدالة الاجتماعية وتساهم في تحسين الوضع الاقتصادي والاجتماعي. تتناول الدراسة تحليلًا دقيقًا للإمكانات المتوفرة في بلدية أغورط، مع التركيز على المؤهلات الطبيعية والبشرية التي يمكن أن تساهم في تحسين الوضع التنموي. كما تسلط الضوء على التحديات التي تواجه المنطقة في سبيل تحقيق تنمية مستدامة، وتستعرض الأساليب والسبل الممكنة لتجاوز هذه التحديات من خلال إدارة فعّالة للموارد المحلية، وخلق بنية تحتية اقتصادية واجتماعية ملائمة. تستعرض الدراسة كذلك التحولات الاقتصادية والاجتماعية التي يشهدها المجال القروي في بلدية أغورط، في ظل الظروف الراهنة، وتحاول الإجابة على مجموعة من الأسئلة الأساسية حول كيفية تعزيز التنمية المحلية وتحقيق استدامتها في هذه المنطقة. الكلمات المفتاحية: التنمية، التنمية المحلية المستدامة، بلدية أغورط، لعصابة، الزراعة. The Development Reality of Agourat Municipality and the Challenges of Local Development - Assaba Region – Mauritania Summary This study aims to analyze and achieve comprehensive and sustainable local development in the municipality of Agourat, which faces difficult conditions and developmental backwardness in various fields. The study is based on a central hypothesis that achieving this development requires the effective investment of all available resources, whether natural, social, economic, or heritage-related. It also requires activating the role of local actors and civil society in order to build developmental foundations that promote social justice and contribute to improving the economic and social situation. The study provides a detailed analysis of the available resources in the Agourat municipality, focusing on natural and human qualifications that could contribute to improving the developmental situation. It also highlights the challenges faced by the region in achieving sustainable development and reviews possible methods and ways to overcome these challenges through effective management of local resources and the creation of appropriate economic and social infrastructure. The study also examines the economic and social transformations taking place in the rural area of Agourat municipality under the current conditions and attempts to answer a series of fundamental questions about how to enhance local development and ensure its sustainability in this region.
