دور صندوق الضمان و التضامن للجماعات المحلية في دعم التنمية المحلية (دراسة حالة بلدية جمورة ولاية بسكرة من 2019-2023)

الملخص
ملخص: نهدف من خلال هذه الدراسة إلى توضيح دور و أهميةصندوق الضمان و التضامن في دعم الجماعات المحلية، و عليه نجد أن الصندوق يعد أهم مصدر خارجي يقدم إعانات للجماعات المحلية، و ذلك من أجل منعها من الوقوع في أزمة أو عجز من أجل تحقيق التنمية، اخترنا إحدى البلديات لإجراء دراسة ميدانية. كما وجدنا أن الأخير يحظى بدعم كبير من الصندوق الذي كان وراء عملية التطوير. وفي عام 2020 أثبتت البلدية أنها قادرة على تحقيق الاكتفاء الذاتي، حيث لاحظنا أنها أدنى نسبة في عملية دعم الصندوق للبلدية خلال فترة الخمس سنوات التي درسناها. وعليه، فلا ينبغي لها أن تعتمد على الصندوق إلى حد كبير، بل ينبغي أن تركز على إيجاد بدائل محلية ومستقلة تعفيها من دعم الصندوق إلى حد كبير لتحقيق التنمية المحلية. Abstract: Through this study, we aim to clarify the role and importance of the Guarantee and Solidarity Fund in supporting local groups. Accordingly, we find that the Fund is the most important external source that provides subsidies to local groups. This is in order to prevent it To avoid falling into a crisis or deficit in order to achieve development, we chose a municipality to conduct a field study. We also found that the latter received great support from the Fund, which was behind the development process. In 2020, the municipality proved that it was able to achieve self-sufficiency, as we noted that it was the lowest percentage in the Fund’s support for the municipality during the five-year period that we studied. Therefore, it should not depend on the Fund to a large extent, but rather should focus on finding local and independent alternatives that exempt it from the Fund’s support to a large extent to achieve local development.
