الالتزام بمبدأ الحيطة في استغلال الغاز الصخري بالجزائر

الملخص
ملخص: في اطار توجه السياسة الوطنية نحو تنويع الموارد الطاقوية لاسيما النظيفة منها كاستراتيجية لانعاش الاقتصاد الوطني بما يتفق مع أبعاد التنمية المستدامة، صدر عن الحكومة الجزائرية عام 2014 قرار يسمح باستغلال الغاز الصخري الذي تزخر به الحقول الصحراوية الجزائرية، لكن المعارضة الشعبية له بسبب غياب اليقين العلمي حول نطاق مخاطره على الصحة والبيئة من جهة وعدم ملاءمة مناخ الاستثمار فيه من جهة أخرى، جعل الحكومة تتردد في البداية مباشرة أشغال استغلاله، لكن الحاجة الاقتصادية له، دفعها للتمسك به، فعملت على ادخال اصلاحات في قوانين المحروقات بما يتفق مع اعتبارات حماية البيئة ومبادئ التنمية المستدامة لاسيما مبدأ الحيطة باعتباره آلية أساسية في ضمان الحماية المسبقة للبيئة من المخاطر المجهولة التي تهددها، فرغم أهمية المبادرة تبقى التجربة فتية، بحاجة للدعم والتفعيل لبلوغ الغاية الاقتصادية والبيئية منها. Abstract Within the framework of the national policy on the diversification of energy resources, especially clean resources, as a strategy for revitalizing the national economy in line with the dimensions of sustainable development, the Algerian Government issued a resolution in 2014 allowing the exploitation of shale gas possessed by Algerian desert fields. But the popular opposition to it because of the lack of scientific certainty about the scope of its risks to health and the environment, on the one hand, and the inappropriateness of the investment climate, on the other, made the government hesitate at the outset to exploit it, but the economic need prompted it to uphold it, It has worked to introduce reforms in combustion laws in line with environmental protection considerations and the principles of sustainable development, particularly the principle of precaution as an essential mechanism in ensuring the prior protection of the environment from the unknown risks that threaten it. Although the initiative's importance remains, the support and activation of the initiative is needed to achieve its economic and environmental purpose.
