Japan In Africa: The Politics Of The 'clair-obscur'?

Authors : Belkacem Iratni .

Abstract

Does Japan have an African policy? The answer may not be pertinent because Japanese involvement in this continent has been quite discreet and not much advertised. Japan has enjoyed a long-standing and fruitful partnership with Africa mainly in the economic domain. It has also installed a small base in Djibouti, and deployed naval resources, as a part of the measures taken by other foreign powers and institutions to fight piracy off the coast of Somalia. However, Tokyo has refrained from engaging in the conflicts that have badly hit Africa or meddling in the continent's internal affairs. This paper tries to shed light on Japan’s multifarious achievements in Africa and assess the contributions this Asian power has made to promote the political emancipation and economic progress of the African continent. It also constitutes an attempt to underline Japan’s role in Africa behind the obscure picture relayed by the media and the neglect observed in academic writings.
