الملخص
ملخص: صاحب التطور التكنولوجي ظهور نوع جديد من الجرائم لم تكن معروفة من قبل، تختلف كليا عن الجرائم التقليدية ، تحت مسمى الجريمة الإلكترونية او المعلوماتية وايا كانت التسمية فهي تعتمد على انظمة الحاسوب ، بحيث تنشا في العالم الافتراضي الذي اصبح مسرحا للعديد من التجاوزات الخطيرة والماسة بحقوق الافراد الخاصة من خلال التشهير والابتزاز ، وحتى تهديد امن وسلامة الدول وقيم المجتمع ككل ، وبطبيعة الحال واستجابة لهذه التحولات والتطورات كان لابد للمشرع الجزائري ان يتدخل من اجل وضع حد لهذه الظاهرة الاجرامية . Abstract: The technological development has brought about the emergence of a new type of crime that was not known before and is completely different from traditional crimes under the name of electronic or information crime. Whatever the name, it depends on computer systems, so that it was created in the virtual world that has become a scene for many serious violations that affect the private rights of individuals through defamation and blackmail and even threatening the safety and security of countries and the values of society as a whole. By nature and in response to these transformations and developments, it was necessary for the Algerian legislator to intervene in order to put an end to this criminal phenomenon that is constantly increasing.
