ممارسات الاتصال العمومي عبر الفضاءات الرقمية للمؤسسات العمومية الجزائرية

الملخص
يعد الاتصال العمومي خلاصة لتطورات اجتماعية، سياسية مختلفة عبر العالم وارتبط ظهوره بظهور مفهوم الدولة Etat؛ ولهذا فإن مختلف التعريفات والتوصيفات التي لقيها المصطلح تصب في إطار أنه يختص به جميع الفاعلين في المجتمع من مؤسسات، شركات، الجمعيات ومنظمات المجتمع المدني والمجموعات الناشطة في المجال العام و يرتبط خاصة بالمؤسسات العمومية في إطار دولة ودستور معين؛ بحيث انه أوجد من اجل خدمة المجتمع ومصالح الأفراد فيه سواء ما تعلق بحقوقهم او التزاماتهم في إطار الدولة والنظام والدستور الذي يقيمون فيه؛ أو من أجل محاربة أفكار ما أو سلوكات و اتجاهات ليست في صالحهم؛ أو توعية المواطن بالحقوق والواجبات. وعليه جاءت فكرة هذه الورقة البحثية التي تحاول أن تكشف عن بعض ممارسات الاتصال العمومي في ظل البيئة والفضاءات الاتصالية الرقمية التابعة للمؤسسات العمومية الجزائرية- مؤسسة بريد الجزائر كنموذج. Public communication is a summary of various social and political developments, and its emergence was linked to the emergence of the concept of the state. Therefore, the various definitions and descriptions that the term has received fall within the framework that it pertains to all actors in society, including institutions, companies, associations, civil society organizations, and groups active in the public sphere, and is particularly linked to public institutions within the framework of a specific state and constitution. So that it was created in order to serve society and the interests of individuals in it, whether related to their rights or obligations within the framework of the state, system, and constitution in which they reside; Or in order to fight certain ideas, behaviors and trends that are not in their favor; Or educating citizens about rights and duties. Accordingly, the idea of this research paper came about, which attempts to reveal some public communication practices in light of the environment and digital communication spaces of Algerian public institutions - the Algerian Post Office as a model.
