الملخص
الملخص: نهدف من خلال هذه الدراسة إلى الوقوف على سيرورة ومراحل تطور أزمة نزيف الكفاءات والرأسمال البشري محاولين فهم أبعادها المختلفة الخفية منها والظاهرة في ظل تنامي وتيرة الاستقطاب الممنهج من طرف بعض الدول المتقدمة التي تعلنها صراحة كحرب جديدة لاصطياد هذه الجواهر النادرة، حيث تُعد هجرة العقول البشرية من أثمن الهدايا التي تقدمها الدول المصدرة للهجرة إلى الدول المستقبلة. ومن هذا المنطلق، جاءت هذه الدراسة كقراءة سوسيولوجية تحليلية لفهم حيثيات مسألة تدفق الهجرة والتعمق في مفاصليها ولمعرفة أهم الأسباب والدوافع، وتسليط الضوء على أهم الاقتراحات الواجب الاستعجال وضعها للحد من هذا النزيف الذي لا يقدر بثمن كونه أحسن استثمار، والعمل على بناء تصور جاد لمعالجة هذه القضايا المستعجلة Abstract : Through this study, we aim to examine the process and stages of development of the crisis of the drain of talent and human capital, trying to understand its various hidden and apparent dimensions in light of the growing pace of systematic polarization by some developed countries that openly declare it as a new war to hunt these rare gems, as the migration of human minds is one of the most valuable gifts offered by immigration-sending countries to receiving countries. This study came as an analytical sociological reading to understand the merits of the issue of migration flow, to delve into its details, to know the most important causes and motives, and to shed light on the most important proposals that must be urgently put in place to reduce this priceless bleeding as it is the best investment, and to work to address this urgent problem
