Abstract: Forms of land tenure in Egypt during the Mamluk period varied, with the iqṭāʿ (feudal) system dominating until the first half of the 9th AH/ 15th AD century. Rizaq was a form of agricultural land tenure. It was the land granted by Mamluk sultans to some individuals as an act of benevolence and generosity. Such lands were tax-free. Rizaq included rizaq aḥbāsiyya (pious rizaq) which was allocated for mosques, religious institutions, and charitable purposes, and rizaq jayshiyya (military rizaq) allocated by the military, which was allocated by the military and did not differ from other rizaq in terms of divisions or supervision. It was managed by Dīwān al-Aḥbās and supervised by Dawādār(executive secretary) of the sultan. Aḥbāsī and jayshī daftars (records) written in the Ottoman era, based on records from the Circassian Mamluk era, contained comprehensive data on the ownership documents of agricultural lands during the era of Mamluk sultans. For example, marsūm (decree) issued by al-Sulṭān al-Ashraf Īnāl in 10 Shaban 860 AH, reported a fraudulent transfer of ownership of islands in the Tahna and al-Zuhra areas in al-Ushmūnayn district allegedly in the name of al-Manṣūr ʿUthmā, son of Sultan Jaqmaq. The study aims to highlight and thoroughly investigate the fraud incident, locate the fraudulent and benefited party, determine the type of agricultural tenure of the disputed islands, and define the changes to Zuhra Island until the early Ottoman era. Moreover, it details the form and content of the decree and content and publishes and comments on its text.
