رقمنة الإدارة المحلية و آليات تعزيز الاصلاح الإداري في الجزائر

الملخص
تهدف الدراسة لمعاجة تجربة الإصلاح الإداري في الجزائر من خلال رقمنة الإدارة المحلية، حيث تناولت تحليلاً لمفاهيم الدراسة و الترابط بينها رغم التباين بين الباحثين و اختلاف التوجهات، وابراز واقع تطبيق الرقمنة و الإصلاح الإداري في القطاع المحلي؛ بهدف تحسين الخدمة العمومية و ترشيد التسيير كاستراتيجية لمحاربة الفساد و البيروقراطية، وتسليط الضوء على التحديات التي تواجها لنستخلص ثلاثة نتائج ؛ أن ظاهرة الإصلاح الإداري في الجزائر كانت تسير عكس اتجاه الإصلاح المنشود، تلعب الترتيبات المؤسسية دورا حاسما في إصلاح مسار الإصلاح الإداري؛ لا يزال التقدم الحالي في الإصلاح الإداري في الجزائر يشير إلى الحد الأدنى من الإنجاز في بعض الإدارات المحلية. The study aims to address the experience of administrative reform in Algeria through the digitization of local administration, as it included an analysis of the study concepts and the interconnection between them despite the differences between researchers and different orientations, and highlighting the reality of the application of digitization and administrative reform in the local sector; with the aim of improving public service and rationalizing management as a strategy to combat corruption and bureaucracy, and sheds light on the challenges facing us to extract three main results; The phenomenon of administrative reform in Algeria was going against the desired direction of reform, institutional arrangements play a decisive role in reforming the reform path; The current progress in administrative reform in Algeria still indicates the minimum level of achievement in some local administrations.
