متطلبات الخدمة العمومية الالكترونية مقاربة مفاهيمية

الملخص

تُعبر الخدمة العمومية عن سيادة الدولة القانونية،بما أن الأعمال والخدمات التي تقدمها للأفراد لا يستطع الخواص القيام بها إلا تحت إشرافها،كما شهد مفهوم الخدمة العمومية جملة من التغيرات خاصة بعد انتقال الدولة بعد الحرب العالمية الثانية من الدولة الحارسة إلى الدولة المتدخلة في بعض المهام التي كانت حكرا على الخواص،حيث أضحت المعنية بالمهام الاقتصادية وذلك لتلبية حاجيات الأفراد. ومن هذا المنطلق نجد أن مشروع التحول إلى الخدمة العمومية الإلكترونية يتحقق عن طريق متطلبات للانتقال إلى الحكومة الالكترونية ومتطلبات أخرى عند تقديم الخدمة العمومية الالكترونية. Public service expresses the legal sovereignty of the state, as the activities and services it provides to individuals can only be carried out under its supervision. The concept of public service has witnessed a number of changes, especially after the transition of the state after World War II from a guardian state to a state involved in some tasks that were previously the exclusive domain of private individuals, where it became concerned with economic tasks in order to meet the needs of individuals. From this perspective, we find that the project of transitioning to electronic public service is achieved through requirements for transitioning to e-government and other requirements when providing electronic public service. Le service public exprime la souveraineté légale de l'État, car les activités et les services qu'il fournit aux individus ne peuvent être réalisés que sous sa supervision. Le concept de service public a connu plusieurs changements, notamment après la transition de l'État après la Seconde Guerre mondiale d'un État gardien à un État impliqué dans certaines tâches qui étaient auparavant le domaine exclusif des particuliers, où il s'est préoccupé des tâches économiques afin de répondre aux besoins des individus. Dans cette perspective, nous constatons que le projet de transition vers le service public électronique est réalisé grâce aux exigences de transition vers l'e-gouvernement et d'autres exigences lors de la fourniture de services publics électroniques.
