The Ottoman rulers, including the Deys, in Algeria were vigorously committed to consolidating their governance and establishing their policy within the region. To practically implement and manifest this on the ground, they formed administrative bodies, including judicial ones, concerned with various affairs of the country. These bodies and councils were distributed across all the provinces of the land, ranging from the largest region in the capital, known as Dar al-Sultan, to the smallest administrative unit in all of Algeria.
