المساهمة في محاربة الجريمة الالكترونية في مجال الإدارة العمومية

الملخص
أصبح من الضروري التفكير الدقيق والموسع للحد من ظاهرة الجرائم الالكترونية، خاصة وأنها تهدد مصالح الأفراد وحتى أمن الدول، حيث أن هذه الجريمة تطورت بالتطور التكنولوجي وتزايد روادها وفي بعض الأحيان حتى من طرف بعض الدول التي هدفها زعزعة استقرار وأمن دول أخرى، كما أن تطورها المستمر وتوفرها على السرية التامة جعلا من الانترنيت جهازا لتنفيذ العديد من الجرائم بعيدا عن مراقبة وأعين الجهات الأمنية، ولكن السبب الرئيسي هو أنه هناك مجرمون وإن صح القول مختصون في تطوير هذه الجريمة ولهم تكوينات خاصة وذكاء كبير في اقتراف هذه الجرائم الصعبة التي يعاني منها العالم ككل، لذا بات من الضروري توفير حماية للأشخاص والممتلكات والأهم من هذه هو حماية كيان الدولة ذاتها، وما نلاحظه أن شبكة الانترنيت لم تعد تخدم أغراض البحث العلمي، بل امتدت لتشمل المعاملات التجارية وظهرت فيها العديد من الجرائم على الشبكة وازدادت مع الوقت وتعددت صورها. It has become necessary to think carefully and broadly to reduce the phenomenon of cybercrime, especially as it threatens the interests of individuals and even the security of countries, as this crime has developed with technological development and the increase in its pioneers, and sometimes even by some countries whose goal has destabilized the stability and security of other countries, and its continuous development Its availability on complete secrecy has made the Internet a device for carrying out many crimes away from the surveillance and eyes of the security authorities, but the main reason is that there are criminals, if it is true to say, who specialize in the development of this crime, and they have special formations and great intelligence in committing these difficult crimes that the world as a whole suffers from. Therefore, it has become necessary to provide protection for people and property, and most importantly, to protect the entity of the state itself, and what we notice is that the Internet no longer serves the purposes of scientific research, but rather extends to include commercial transactions, and many crimes
